Dog owners in Salt Lake County, Utah, are claiming that utility workers from Qwest Communications are spray painting their pets while the dogs are on the owner’s private property.
Qwest says that workers are permitted to use a company-provided non-toxic paint to protect themselves from vicious dogs. This video story highlights two small dogs that are seemingly friendly and harmless who may have also been sprayed.
